Directiva No 4 del MEN señala orientaciones para la garantía del derecho a la educación inclusiva
En agosto de 2017 el Ministerio de Educación Nacional a través del decreto 1421 reglamentó la atención educativa a personas con discapacidad en el marco de la educación inclusiva sobre lo cual,las entidades territoriales certificadas en educación han iniciado su labor.
Hoy el MEN publica la Directiva no 4 como una herramienta adicional que ofrece de manera clara y con un lenguaje sencillo orientaciones para la garantía del derecho a la educación inclusiva, el desarrollo de los ajustes razonables y la provisión de apoyos determinados en el decreto 1421.
Cabe resaltar en este nuevo documento, algunas afirmaciones que dejan más vigente que nunca que es necesario que el sistema educativo trascienda de un modelo médico y ofrezca a los estudiantes con discapacidad alternativas para su educación basadas en la detección de sus necesidades y en la eliminación de barreras al aprendizaje siempre desde un enfoque pedagógico.
Resaltan también estas orientaciones la necesidad de pensar a los niños como sujetos de derechos para los cuales la educación inclusiva debe ser una opción única, como lo es para todos los niños, cuidando de no despojarlos de la titularidad del mismo, ni siquiera por el propio deseo de las familias.
Estas y otras orientaciones dictadas en la directiva No 4 están promulgadas bajo los derechos consagrados en la Convención sobre los Derechos de las Personas con Discapacidad de las Naciones Unidas, como norma máxima que en su artículo 24 contempla la prestación de un servicio educativo inclusivo como un derecho ineludible para todas las personas con discapacidad.
