Mediante nueva resolución el Ministerio de Salud determina ruta para emisión de certificados de discapacidad
En octubre de 2017 la superintendencia de Salud había emitido una circular externa que establecía la responsabilidad de las Entidades Prestadoras de Salud en la expedición de documentos que certificaran la condición de las personas con discapacidad; sin embargo siendo esta una circular de carácter transitorio, no tenía establecida la ruta clara de activación.
El pasado 26 de febrero de 2018, mediante resolución No 583, el Ministerio de Salud y Protección Social emitió una nueva resolución que no sólo ratifica la responsabilidad de las EPS en la emisión de dicha certificación, sino que establece claramente la ruta para que se haga efectivo este derecho.
Entre las afirmaciones que trae esta nueva resolución, indica que dicha certificación será emitida previa valoración de un equipo multidisciplinario que debe estar conformado por un ”médico general o un especialista, y mínimo 2 profesionales de algunas de las siguientes áreas: fisioterapia, terapia ocupacional, psicología, enfermería o trabajo social.”
Entre los datos relevantes a tener en cuenta, está que la resolución exige que se proporcionen los ajustes razonables al solicitante en cuanto a comunicación, movilidad, provisión de la información, o apoyo de un tercero e indica que una vez el médico tratante haga la remisión, el plazo máximo para autorizar la consulta con el equipo multidisciplinario no podrá ser superior a 5 días. Una vez solicitada la cita esta deberá ser asignada en un plazo no mayor de 10 días hábiles.
Vale la pena leer el documento y tenerlo a mano para conocer claramente todos los pasos que conlleva esta ruta y las características del certificado de discapacidad que debe ser expedido, su vigencia y usos posibles.
